The 3rd Sunday in July has been designated National Ice Cream Day. (aka Sundae Sunday). So you can get free ice cream at several different places.
On the west coast:
Join the bakery chain Coco's free "E-club and receive a coupon for a free ice cream treat.
On the East Coast:
Visit a participating Perry's Ice-Cream stand from 1-3 pm and grab a free cone or dish of ice cream.
Anywhere coast to coast:
sign up for Caravel "fudgie fanatic" (its free) and get a buy 1 get 1 free coupon or $1 off a Carvel Sundae Dasher.
